Job description

TERMS OF REFERENCE FOR DEPUTY DIRECTOR (CMIM, STRATEGY & COORDINATION)

The Deputy Director (CMIM, Strategy & Coordination) will report to AMRO Director, and perform the following functions:

  • To manage long-term issues of strategic importance, particular those with implications for the direction and performance of AMRO in long run (such as developing AMRO's strategic plan); 

  • To lead and manage the planning, implementation and supervision in the performance of AMRO’s support function for the CMIM mechanism and strategy design (benchmark setting, guideline design, CMIM legal framework, etc.) in coordination with the Chief Economist, and to support smooth CMIM activation process;

  • To lead and manage AMRO’s public relations activities and enhance AMRO’s publicity, visibility and credibility at an international level;

  • To build and strengthen AMRO’s relationship and strategic collaborations with other international organizations with related fields;

  • To lead and manage AMRO’s engagements and communications with ASEAN+3 member authorities;

  • To lead and manage AMRO’s Technical Assistance activities; and

  • To perform other functions as may be determined by the Director in accordance with the AMRO Agreement.

 

QUALIFICATIONS & EVALUATION CRITERIA FOR DEPUTY DIRECTOR (CMIM, STRATEGY & COORDINATION)

Successful candidates should possess:

  • Excellent educational background

    Qualification: Graduate degree in public/business administration, economics, finance, law or other related fields from a reputable university.

  • Deep understanding on the design and mechanism of the CMIM , and intensive and updated knowledge in international finance/development finance/financial cooperation, in particular on legal framework, design and mechanism of the IMF, other international or regional arrangements, and bilateral swaps

    Qualification: Around 10 years of direct hands-on working experience in handling CMIM/CMI issues or international finance/development finance/financial cooperation related issues at international organizations, including IMF and other relevant IFIs, national government institutions or similar establishments. Proficient in global and regional financial safety network at national government institutions and/or IOs.

    Added Advantage: Direct hands-on working experience in handling IMF and other relevant IFIs’ assistance systems at the IMF, other relevant IFIs or national government institutions.

  • Rich experience in strategic and policy planning, coordination in national government institutions and/or IOs and excellent communication and international negotiation skills in international financial cooperation

  • Considerable experience in managing and leading a diverse team of staff with different cultural backgrounds or successful experience in working with such diverse team of staff or demonstrated international experience in working in diverse cultural environment

  • Strong network contacts internationally, including within the ASEAN+3 region and international organizations with related fields

The appointment of the Deputy Director (CMIM, Strategy & Coordination) position will be for a fixed term of 3 years.
